The Enterprise Assistant Director of Facilities/Maintenance manages divisional maintenance, repair, and remodeling of assigned County buildings and/or facilities for Broward County Aviation Department (BCAD). Works under administrative supervision, developing and implementing programs within organizational policies, and reports major activities to executive level administrators through conferences and reports. Manages all Facilities/Maintenance sections as it relates to: budget, facilities maintenance, airfield/ramp maintenance, ground maintenance, fleet management, carpentry, plumbing, HVAC electrical, electronic, baggage handling systems, painting, fire alarm systems, sprinkler systems, and fire extinguishers. Responsible for the following duties: Executing maintenance policies and procedures (CAPP’s) for Airfield, Warehouse, Vehicle and Equipment, Fuel Inventory Record and Work Order System. Provides division Human Resources oversight and execution. Communicates clearly, concisely, and accurately, orally and in writing often with short timelines. Supports leadership as the secondary Logistics Chief in the Emergency Operations Center (EOC) and manager the Cost Recovery efforts.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, management, facilities/maintenance or closely related field.
Requires six (6) years managing construction and facilities maintenance experience in the area of assignment including three (3) years of supervisory experience.
Special Certification and License Requirements Must secure and maintain for the duration of employment - Airfield driving privileges
Must secure and maintain for the duration of employment - Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.
Preferences Master's Degree or higher

DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages all Aviation Maintenance Division employees must be able to perform rotational shift work and/or overtime (holidays, weekends and emergencies) in support of operational needs in a twenty-four (24) hour per day/seven (7) days per week operation and in accordance with a collective bargaining agreement.
Manages supervisory staff to ensure that the trade staff accomplish day-to-day tasks; provides support and manages daily time sheets to ensure accurate recording of day-to-day hours; ensures inventory is maintained; ensures work orders and general office operations are complete.
Manages the Facilities/Maintenance Division in regards to: budget, facilities maintenance, airfield/ramp maintenance, fleet management, carpentry, plumbing, electrical, electronic, painting, fire alarm systems, sprinkler systems, fire extinguishers.
Prepares the budget for the Facilities/Maintenance Division.
Manages the Division's Contract Section to include all Procurement tasks from Requisitions to Request for Proposals. Manages the processing of payment for Services and Commodities. This includes the review and approval of all requisitions in PeopleSoft and the review and approval of all goods received through PeopleSoft, including management of the Division's Procurement Card Program.
Oversees the Inventory and Asset Management Program.
Prepares the annual operating and capital budget for the Facilities/Maintenance Division. Monitoring of budget expenditures and preparation of spreadsheets and reports, as needed, utilizing the PeopleSoft software.
Responsible for Facilities/Maintenance Division policies and procedures (CAPP’s) to include: Airfield Maintenance, General Maintenance, Maintenance Warehouse, Vehicle and Equipment Maintenance, Fuel Inventory Record and Work Order System.
Responsible for Facilities/Maintenance Division Human Resources, including recruiting for vacant positions, on-boarding (badging), coaching, employee discipline, labor relations, training, and performance management.
Ability to offer sound media relations advice to senior leadership, while communicates clearly, concisely, and accurately, orally and in writing often with short timelines.
Support leadership as the secondary Logistics Chief in the Emergency Operations Center (EOC) and manager the Cost Recovery efforts.
Ability to communicate clearly, concisely, and accurately, orally and in writing.
Strong organizational skills and follow-through.
Proficiency with Microsoft Suite or related software.
