Summary: The Senior Analyst, Program Evaluation provides support for ASTHO???s programmatic evaluation efforts. The Senior Analyst supports activities, tasks, and projects aimed to increasing the quality and impact of ASTHO???s work through the development and promotion of rigorous and appropriate evaluation methods.

Anticipated salary: $74,000 Extended experience: up to $84,000 if experience exceeds expectations
Principal Functions:
Support ASTHO???s programmatic evaluation portfolio by providing internal technical assistance to ASTHO teams in the areas of:
Evaluation planning framework development to meet both program and organizational measurement goals, including logic models, evaluation questions, and performance measures
Project evaluation, including process and outcome monitoring, instrument development, data collection, quantitative and qualitative analysis, and reporting
Use of standardized evaluation instruments to assess capacity-building activities
Support program evaluation activities in the areas of:
Instrument development, including surveys, key informant interview guides, and focus group discussion guides
Data collection and management, including cleaning and analysis
Data visualization, reporting, and dissemination activities
Support programmatic teams in writing, tracking, and reporting on all workplan performance measures
Provide support as needed to ASTHO partners and funders on evaluation projects through instrument programming, data cleaning and analysis, and other support as needed
Contribute to the development of abstracts and presentation materials highlighting ASTHO???s evaluation findings
Provides limited administrative support such as notetaking, meeting and webinar support, and other tasks as needed
Continuously builds content expertise in evaluation planning and methods, workforce development, infrastructure, public health, and public health policy
Functions effectively, respectfully, and cohesively in a team environment
Qualifications:
Bachelor???s degree (Master???s degree preferred in related field such as public health, public policy, or health care)
3+ years of related experience in program evaluation or research methods
Knowledge of state or local public health, including workforce and infrastructure
Knowledge of evaluation approaches and methods relevant to a policy or program environment
Demonstrated experience using qualitative and quantitative data collection and analysis methods
Experience with SPSS or other statistical software package
Experience with Qualtrics or other online survey platform preferred
Experience with NVivo, Atlas.ti, Dedoose, or other qualitative analysis software preferred
Experience working within databases or performance management systems preferred
Strong organizational skills required for tracking data and managing multiple projects and deadlines
Excellent written and oral communication skills
Strong attention to detail
