Position Description: The Senior Analyst, Maternal and Infant Health, will facilitate and provide technical assistance to multi-sector jurisdictional teams on evidence-based and -informed practices related to substance use disorder and mental health challenges in maternal and child health populations. As part of the position???s core functions, the Senior Analyst will 1. develop and lead deliverables for federally funded projects; 2. serve as lead support staff for the PRISM Learning Community; and 3. support projects across the organization relating to maternal and child health (e.g. maternal mental health, adverse childhood experiences, substance use, etc.).

Project Summary:
Promoting Innovation in State and Territorial MCH Policymaking - PRISM (funded through HRSA???s Maternal and Child Health Bureau)
PRISM is a five-year partnership between the Association of State and Territorial Health Officials (ASTHO) and the Association of Maternal & Child Health Programs (AMCHP). ASTHO and AMCHP provide participating jurisdictions with technical assistance related to substance use and co-occurring mental health conditions in MCH populations. Jurisdictions are encouraged to focus their efforts on singular policy or programmatic change within mental health and substance use more broadly including but not limited to alcohol, tobacco, marijuana, and opioid use.
Principal Functions:
- Support the Director, Maternal and Infant Health in ensuring a coordinated presence and follow up on federally funded projects.
- Provides a high level of maternal and child health subject matter expertise to state and territorial health officials, public health agency staff, and stakeholders.
- Develop and manage deliverables including fact sheets, issue briefs, and newsletter articles; lead and carry out logistics associated with event planning such as webinars and meetings; and create informational resources such as toolkits.
- Manage and respond to requests for assistance and information from members, affiliates, and national organizations.
- Collect, analyze, and disseminate information through issue briefs, newsletters, and reports.
- Conduct, analyze, and summarize web-based research and original data collection with states.
- Carry out project reporting activities such as: writing progress reports, project officer updates, and Policy Committee reports for ASTHO members and senior staff.
- Participate in or manage the evaluation of project activities and outcomes and other quality improvement initiatives sponsored by the organization.
- Develop funding proposals including identifying new funding opportunities and conceptualizing deliverables for and writing funding proposals that meet member needs.
- Provide staff support to ASTHO committees and task forces (i.e. Community Health and Prevention Policy Committee and Healthy Babies Subcommittee) and external committees.
- Establish and manage strategic relationships with national partners.
- Represent ASTHO on national advisory committees and at meetings and conferences as requested.
- Identify opportunities for collaboration both internally across ASTHO teams, and externally by representing ASTHO at national/federal meetings, workgroups, and committees.
- Perform other duties as assigned.
Qualifications:
- MPH or related degree
- 2 to 3 years prior related experience or any combination of experience that would provide an equivalent background.
- Knowledge of state or state and local public health, maternal and child health, women???s health, and reproductive health desirable.
- Strong written and oral communication skills.
- Strong interpersonal skills necessary to work effectively with a variety of colleagues, funders and state and federal officials.
- Ability to communicate tactfully and diplomatically with public and internal contacts.
- Knowledge of public health systems change at local, state, or federal levels desirable.
- Ability to develop project outcome measures, track progress and evaluate outcomes.
- Ability to effectively translate and disseminate information to various groups and audiences.
- Ability to work with large networks and to represent ASTHO at meetings and conferences on public health-related issues.
- Ability to work independently and in a team environment, manage multiple projects and complete assigned tasks in a timely manner.
- Ability to travel within service area.
