Candidate will be responsible for performing / managing a variety of procurement / subcontract activities related to major construction subcontracts and complex/critical procurements. Knowledge and ability to comply with Acquisition Procedures, FAR/DEAR regulations, and subcontract management life cycle and processes is required. The position will be responsible for managing a number of major construction subcontracts, and critical procurements in various stages from proposal through execution and close out.
Responsibilities will include; ensure proper use of prime contract flow downs, review Statements of Work, define procurement strategies, attend meetings and data calls and visits, coordinate and complete fact finding, cost and price analysis, change case management and negotiations. Work closely with the program management team to coordinate program start-up, material releases, execute placements of subcontracts, manage subcontractor performance in the completion of tasks, milestones, serve as lead in resolving subcontractor and supplier issues, and processing of payments. Perform compliance reviews for new awards and modifications.
BASIC QUALIFICATIONS:
Thorough knowledge of FAR/DEAR requirements. Proficient computer skills including Word, Excel and PowerPoint. Strong demonstrated negotiation experience Working knowledge of industry standard contract types Team oriented with demonstrated organizational skills; excellent verbal and written communication skills Ability to interact with senior internal and external personnel on significant matters (briefings, reviews, audits, strategy development) which often requires coordination between functional organizations. Demonstrated problem solving skills Business acumen and ability to make business based decisions Demonstrated ability to manage a team and work in a collaborative environment Able to travel Must be able to obtain Security Clearance Excellent documentation skills
REQUIRED:
Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work related experience. Minimum of five (5) years of managing people experience
EXPERIENCE IN LIEU OF EDUCATION:
HS diploma/GED and 15+ years procurement experience. Minimum 5 years procurement management experience in government purchasing/contracting.
PREFERRED:
Five (5) years of construction related procurement experience Experience with SAP based procurement system Certified Procurement Manager

Fluor Federal Petroleum Operations (FFPO) is a special-purpose company formed for the sole purpose of managing and operating the Strategic Petroleum Reserve (SPR) under a prime contract with the U.S. Department of Energy (DOE). The DOE established the SPR in 1975 to reduce the adverse impact of a major interruption of petroleum supply to the United States and carry out our nation's obligation under the International Energy program. With the capacity for holding up to 714 million barrels, the SPR is the largest emergency supply of crude oil in the world. The oil is stored in specially created underground salt domes located at four sites along the Gulf Coast: two in Louisiana (Bayou Choctaw and West Hackberry) and two in Texas (Bryan Mound and Big Hill). In addition to the four storage sites, the SPR operates a Project Management Office in New Orleans, Louisiana and an equipment storage facility in Stennis, Mississippi.
