Under general direction of the Department Chair, this position manages and directs the extensive organization and operations of all animal facilities and their ancillary units under the purview of the Department of Animal Science (ANS). Develops programmatic goals that advance the departmental objectives. Serves as the liaison for all external and internal stakeholders, donors, and industry relations for this highly visible program. Develops strategic, long-term planning for the animal program and, in consultation with the Chair, directs the coordination and execution of those plans. Sets the strategic direction in consultation with the Chair for the animal facilities to best meet the needs and expectations of the departmental research, teaching, and outreach program.
Broad management responsibilities for policies/procedures affecting a wide range of administrative activities. Review/disseminate University policy and procedure governing these activities. Provide oversight management of the varied animal populations supporting teaching, outreach and multidisciplinary research activities that requires exquisite coordination. Assign and manage animal space to accommodate teaching, research and outreach needs.
Manages the accountability and stewardship of the program. Develops innovative solutions to emerging challenges. Provide management direction, supervision, and goal setting/achievement for direct reports/supervisors/indirect reports. Responsible for corrective action and performance management including termination. Responsible for budgetary programming for the diverse animal facilities. Manage resources strategically to optimize animal production, meet research needs of investigators, oversee animal acquisitions and sales, management and development of long-term plans for animal production in consultation with the Chair.
Direct and manage animal research and teaching program regulatory compliance of animal facilities with campus, state and federal regulatory agencies to ensure accreditation essential for continued operation: IACUC, AAALAC, USDA, CDFA, and FDA. Represent the organization during regulatory inspections and inquiries. Liaison with campus to provide input and guidance on Animal Facilities Program Management, AAALAC compliance, and respond to animal- and facility-related emergencies to provide oversight and contingency operation plans. Coordinate and create regulatory reports, annual progress reports, and other documents as required by the department, College, University, sponsors and other entities.
Experience, educational background and skills in the fields of animal husbandry and production practices; laboratory animal care, including oversight management and supervision of animal care and technical support staff.
Knowledge of livestock and product marketing, including budgeting, inventory control and management, and cost and revenue projections.
Experience in scientific research support. Familiarity and previous use of analytic tools and exposure to new analytic methodologies used by professionals in the field of animal care management.
Experience successfully applying AAALAC accreditation standards, along with research and teaching facility requirements used by the USDA, to provide professional guidance regarding vivaria management, planning, and maintenance.
Knowledge and experience with performance management, and employee and labor relations in progressively more complex roles that include recruiting, supervising, coaching and evaluating staff. Including, understanding of organizational and interpersonal dynamics with the skill to perceive conflict and develop strategies to avoid and/or deal with it.
Skills to interpret policies and procedures in order to ensure concurrence with department, university, state, sponsor requirements and the knowledge of federal, state, university and department regulations, guidelines, and protocols on animal care.
Skills in instructing undergraduates, graduate students and others in various aspects of livestock production, meat science, and animal research.
Animal Science or Doctorate of Veterinary Medicine Degree is preferred, OR equivalent experience/training.
Experience and competence in a manager/director role at an AAALAC accredited animal research facility or academic institution, preferably one with greater than 200,000 sq. ft. of animal housing space varying from traditional laboratory animals to livestock range operations.
Animal management experience including mice, rats, rabbits, aquatic species, avian species, swine, goats, sheep, equids, beef cattle, and dairy cattle; including knowledge of USDA and CDFA regulations pertaining to meat plant, dairy and creamery operations and the ability to communicate and interact with regulatory officials.
Experience in strategic and operational planning as it relates to animal facility management, with experience analyzing key issues, and researching, gathering and integrating information regarding employee relations issues; experience developing qualified resources and data to formulate recommendations and approaches to resolve issues and problems.
Written and oral communication skills demonstrating tact and diplomacy to convey policies and procedures to a diverse population of internal and external groups, including executive administrators, faculty, campus community and the public with the objective of fostering collaborations and partnerships needed for the successful delivery of animal science research, teaching and -outreach in a shared governance environment.
Knowledge and understanding of university, campus, management principles, philosophy, problems and subject matter and how the component parts of the university interact.
Skills in communicating with both university and non-university groups about department research and address concerns about animal production and welfare. Knowledge of government policy and societal concerns as related to animal management and research.
